is partnering with NextDecade to support their vision to provide
the world access to lower carbon intensive energy with their Rio
Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a
natural gas liquefaction and export terminal situated on a 984-acre
site on the banks of the Brownsville ship channel. The first phase
of the RGLNG project consists of three liquefaction trains, two
storage tanks and one marine berth. At full capacity, the
five-train facility will have a production capacity of 27 million
tonnes per annum (MTPA). Brownsville, Texas is a city known for its
diverse history, tradition, and rich culture. Located in the

The Startup Electrical Specialist will work as part of the onsite
Rio Grande LNG (RGLNG) Startup team under the direction of the
Electrical Startup Lead to support the overall commissioning and
startup process. The primary responsibility will be to perform the
on-site testing and validation of the electrical systems associated
with the project through the pre-commissioning, commissioning, and
startup/initial operations phases. Including the managing of craft
personnel to perform the work. They are responsible for ensuring
work is completed on schedule, within budget, and in compliance
with the project safety standards, the project quality standards,
and the design/specifications; as well as performing general
functions inherent to field position. LI-SP1 Major
Responsibilities: Plan and execute electrical testing required to
place the RGLNG facility into service. Supervise field craft in the
performance of assigned tasks, monitor productivity, and ensure
performance aligns with budget and schedule expectations. Prepare
system testing and turnover documentation, including scoped
documents, test records, procedures, and related deliverables.
Develop pre-operational test procedures and execute testing in
accordance with Bechtel Corporate Standard Test and Commissioning
Procedures (STCP), Standard Work Process Procedures (SWPP), and
other project-specific requirements. Direct and support
subcontractors performing commissioning activities (e.g., fire
protection, emissions, meter and relay testing). Plan, monitor, and
control subcontractor work in accordance with contract terms to
maintain schedule and budget compliance. Report and document
subcontractor activities daily per project procedures. Complete and
document all testing activities, including data sheets and test
records. Assemble and review system turnover packages across all
disciplines to ensure completeness and compliance with project
procedures. Prepare preventative maintenance procedures and
schedules for commissioned equipment. Manage long-term storage and
maintenance requirements following construction turnover and prior
to commissioning. Document all activities and submit records for
integration into the maintenance database. Coordinate with supplier
Technical Assistants (TAs) to support commissioning of
vendor-supplied equipment. Monitor TA activities to ensure
appropriate time charging and prevent billing for
vendor-responsibility issues. Plan and control TA utilization to
remain within purchase order budget constraints. Report and
document vendor activities daily. Provide input to engineering
regarding revisions to system descriptions, vendor O&M manuals,
and related documents identified during testing and commissioning
to ensure accuracy and consistency. Prepare required design change
and non-conformance documentation to capture as-built conditions
and resolve deficiencies in accordance with Bechtel procedures.
Develop detailed startup and commissioning plans for assigned
systems, integrating multidisciplinary activities. Provide schedule
and progress updates to Project Controls, including QURR and other
tracking tools. Participate in construction and client system
turnover walkdowns; initiate, track, and resolve punch list items
for assigned areas. Apply knowledge of applicable industry and
regulatory standards, including ANSI/IEEE C50, IEEE C57, IEEE 115,
NETA guidelines, NFPA 70, and NFPA 70E, in the development and
execution of electrical test plans. Perform live electrical work in
compliance with corporate safety procedures. Engage regularly with
client management and operations personnel, maintaining strong
communication and commercial awareness to protect project financial
and schedule objectives. Utilize Microsoft Office applications and
Bechtel systems (SetRoute, TeamWorks, E-Track, InfoWorks) in
execution of responsibilities. Work required hours, including
shiftwork, overtime, weekends, and holidays, as necessary to
support project needs. Ensure all work performed remains within
scope of services and budget constraints. Provide input to project
management, engineering, and construction teams to incorporate
startup requirements into design and execution, ensuring plant
operability and personnel safety. Additional
Qualifications/Responsibilities Education and Experience
Requirements: University/B.S degree in Electrical Engineering plus
4 years of experience or 8 years of equivalent industry experience
in-lieu of a degree. Five years’ experience in supervising and
managing craft electrical workers to perform maintenance or
commissioning activities. Required Knowledge and Skills: Overseas,
reviews and approves all CSU Electrical energization and operation
activities on HV (138kV) / MV (34.5kV/13.8kV/4.16kV) / LV
(600V/480V) power systems. Good Knowledge and Understanding of
engineering systems, applications of startup and operations; and
previous experience in Commissioning roles. Broad knowledge of
industry and regulatory standards and criteria pertinent to
startup, maintenance, operations, or testing. Possesses effective
communications skills crucial to motivating team members and
presenting plans in a clear and concise manner. Collaborates well
in a team environment. Good leadership skills & able to provide
technical guidance for testing, startup, and operations activities.
Good knowledge in MS Word, Excel, Visio, PowerPoint, and other
relevant Bechtel used applications (Aconex, Set Route). Understands
project workflows from design, estimation, construction
administration and coordination, and fabrication. Must be able to
walk at least 3 miles per day over uneven ground, be able to climb
and descend stair towers 100’ in height at least 6 times per shift,
climb and descend ladders 25’ in height at least 6 times per shift,
climb on and maneuver on temporary scaffolds to access project
equipment. Must have the right to work and remain in the United
States without sponsorship. Previous experience with the
Commissioning and Startup of Electrical driven refrigeration
compressors Experience on an LNG construction site especially along
the U.S. Gulf Coast. Experience in the design of LNG facilities.
Understanding of applicable Bechtel work processes including
Standard Work Process Procedures. Familiarity with Bechtel Standard
Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS,
PTR, Agile, Navisworks, and other automation tools which are used
on Bechtel projects. Strong supervision experience including the
ability to lead and manage change. Five years’ experience in the
utility scale power generation & distribution industry, three of
which have been in commissioning, maintenance, or operation of a
combined cycle generation facility. Five years’ experience in the
testing or maintenance of LNG systems including inverters, medium
voltage switchgear, transformers and power distribution systems
including calibration of the associated protective relaying.
