IT Administrator / Chief Information Officer Pay Grade: 131
Purpose of Classification Provides vision and leadership for
developing and implementing information, technology and records
initiatives. Manages and directs the planning and implementation of
technology systems in support of all county operations in order to
ensure consistency, security, cost effectiveness, service quality
and business development. Provides management oversight of the
County's IT Department including IT Professionals, projects,
contracts with outside vendors and consultants on behalf of the
county. Keeps the Commissioners Court informed on issues that
directly impact county business, establishing and maintaining
effective working relationships with all county officials,
department heads, governmental jurisdictions, the private sector,
and the public sector. Positions in this class perform complex
analytical reviews and identify needed corrective actions to
resolve discrepancies. Essential Functions The following duties are
normal for this position. The omission of specific statements of
the duties does not exclude them from the classification if the
work is similar, related, or a logical assignment for this
classification. Other duties may be required and assigned.
Establishes County vision, strategic goals and objectives for the
IT Department that support all aspects of county operations.
Develops business case justifications and identifies opportunities
for the appropriate and cost-effective investment of financial
resources in IT systems and resources, including staffing,
sourcing, purchasing and in-house development. Administers overall
management of the Information Technology Department and
applications of Information Technology including networks, LAN/WAN,
Data Center, Network Operations, E-mail and web deployments;
assists in the Maintaining County IT Operations as related to the
County Data Center. Prepares and presents IT related agendas before
the Commissioner's Court; writes and implements IT policies;
prepares and administers annual operating department budget. Plans,
schedules and coordinates all IT activities and conducts research
and case studies on leading edge technologies; works with other
department heads as an adviser of technologies; provides support to
county departments and keeps all officials informed on issues that
directly impact county business. Develops and maintains an
effective and appropriate IT organizational structure that supports
the needs of all county operations. Knowledge of various parameters
of technology from computer systems, applications, virtualization,
security, telephony, network architecture and compliance. Knowledge
and expertise in the areas of project management, resource
management, applications development and geographic information
systems. Knowledge of public administration principles, including
the basic principles of organization, management and budget
preparation. Knowledge of large-scale project implementation. Skill
in maintaining effective relationships with political
units/agencies, state and county officials/agencies, general
public, staff, peers, vendors and customers. Ensures that
technology acquisitions comply with county IT direction and
policies. Provides directions or providing quality technical
assistance to county departments and employees relating to hardware
and software issues. Coordinates special projects and installations
of automated solution for County Departments. Promotes and oversees
strategic relationships between internal IT resources and external
entities, including government, vendors and partner organizations.
Manages IT professionals and projects, including negotiating with
outside vendors and consultants on behalf of the county' ensures
that county has the highest levels of Data Security and Integrity
in compliance with industry accepted practices and federal
regulations. Develops and implements IT standards, procedures,
guidelines, and systems documentation. Maintains systems,
applications and processes to ensure compliance with copyright laws
and standards for all county operations. Allocates resources to
user departments and prioritizes user department requests. Directs
development and execution of a county-wide disaster recovery and
business continuity IT plan. Prepares various department documents
requiring knowledge of department policies, programs, and
procedures and which may involve researching, compiling, analyzing,
retrieving and/or summarizing data. Ensures proper operation of all
virtual communication systems for all county operations. Additional
Functions Performs other related duties as assigned. Minimum
Qualifications Master's Degree in Computer Science, Information
Technology, Management Information Systems, or related field; 10
years of progressively responsible experience in information
technology services, government information systems and community
integrated justice systems (CIJS) and processes. Two (2) years of
related experience may be substituted for one (1) year of
education. Knowledge and or background of the Odyssey Criminal
System is desired. Experience in management principles,
administration, and supervision as they relate to resources,
strategic planning, goal setting, implementation and monitoring.
Experience in operating principles and practices of various
computer systems and technology services. Experience and knowledge
with the capabilities of various kinds of computers and peripheral
equipment. ADA Compliance Physical Ability: Tasks require the
ability to exert light physical effort in sedentary to light work,
but which may involve some lifting, carrying, pushing and/or
pulling of objects and materials of light weight (5-10 pounds).
Tasks may involve extended periods of time at a keyboard or work
station. Sensory Requirements: Some tasks require the ability to
perceive and discriminate sounds and visual cues or signals. Some
tasks require the ability to communicate orally. Environmental
Factors: Essential functions are regularly performed without
exposure to adverse environmental conditions.
