Transportation Safety Manager

Job Description:

The CSO will oversee the overall safety and security operations, facilities, fleet, and equipment of the transit system to include fixed route and para-transit services, training, general maintenance and other operation functions as deemed necessary. Under the direction of the GM/Director and appropriate City Staff also oversees the day to day safety and security activities of departmental capital projects in development status. Major Responsibilities:

  • Ensures that the daily operations of both fixed route and para-transit services is in accordance with federal, state and local guidelines to ensure overall safety/security;
  • Actively manages risks and works in concert with City Safety and Security personnel to promote safety and security within the work place and in all services provided;
  • Reviews, evaluates, and develops operating policies, procedures, internal controls related to compliance with health, safety, security and environmental rules and regulations adherence;
  • Identify safety, security, and health risks and recommends corrective actions to control and limit departmental and City's liability;
  • Coordinates and facilitates performance improvement programs to ensure constant improvements through application of available tools: SMS, Risk Assessment Register, Matrix, Investigation, etc….;
  • Investigates incidents, accidents, and work-related injuries including accident investigation, accident reports, accident files, accident register, and follows up with the claims office and adjusters as necessary. Typically determines fault of preventability based on the facts identified at the scene. Provides post-accident counseling with drivers.
  • Monitors all trainings for quality and accuracy of information presented to existing personnel and new employees. Oversees trainer/driver development including curriculum writing and presentations for training staff. Focused on trainer delivery of progression of learning for the new driver to ensure only safest, most competent, responsible, and professional drivers are behind the wheel of B-Metro Buses;
  • Develops and monitors policies and procedural guidelines to reduce liability exposure from employee injuries, vehicle collisions, and public safety/security issues. Promotes on-going risk assessments and prescribes injury prevention measures to eliminate risk in the workplace and risk taking behavior of employees;
  • Monitors and performs root cause analysis of, vehicle accidents, workers compensation and insurance claims. Tracks trending of key performance indicators and directs improvement efforts in all categories related to employee safety;
  • Assists management team in establishment and adherence to standards for a moral and ethical work environment throughout the department. Facilitates employee morale through safety award banquets, programs, conducting safety competitions, development seminars and general leadership, etc.;
  • Supports department as it relates to OSHA, FTA, DOT, FMCSA, and state/local specific regulations;
  • Supports the development and creation of written materials including, procedures, safety posters, safety alerts, lesson plans, power point presentations, etc. for internal and external uses;
  • Sets up and facilitates accident review committees to determine preventability of accidents and injuries.
  • Creates and analyzes monthly, quarterly, and annual reports and departmental audits to evaluate and ensure safety and operational information and activities to include vehicle on time statistics, missed runs, breakdowns, customer compliant data, total work hours, accidents, injuries, driver road checks, and other operations related functions have been recorded accurately;
  • Assist with departmental budget process for safety, budget development and all financial safety and security purchases;
  • Assist in the preparation of departmental presentations, solicitations, RFP's, purchase orders, financial reports, departmental contracts and government documents;
  • Represents the General Manager at meetings and functions in his/her absence to include City Commission presentations
    • Minimum five (5) years of public transit experience with increasing responsibilities.
    • Must have knowledge of transit safety, operations, maintenance, and administration.
    • Must have knowledge of Federal Transit Administration (FTA) requirements and guidelines.
    • Must have good communication skills.
    • Must have a Valid Driver's License.
