PURCHASING AGENT
Salary: 127 - $67,666.00 minimum salary, or as per Compensation &
Classification Policy Promotional Method.
Purpose of Classification
Performs managerial work in administration of assigned purchasing
programs or financial function. Duties include staff supervision,
overseeing purchasing department, receiving locating sources of
supply, interviewing prospective suppliers or bidders. Positions in
this class perform routine complex purchasing work and identify
needed corrective actions to resolve discrepancies; answer
purchasing questions; and maintain purchasing documents and
records.
Essential Functions
The following duties are normal for this position. The omission of
specific statements of the duties does not exclude them from the
classification if the work is similar, related, or a logical
assignment for this classification. Other duties may be required
and assigned.
Assists County Commissioners Court and departments in the
development of request and proposals and qualifications for new and
renewal of services and contracts as requires Federal and State
purchasing requirements.
Manages and coordinates all Procurement overall functions as they
relate to Cameron County Purchasing needs and objectives as per
State Statutes, County Policies, and approved by Commissioners
Court; establishes policies and procedures to be followed by
employees within the Purchasing Department.
Approves selection of major vendors; trains buyers to assess vendor
capabilities; develops sources and evaluates vendor performance;
negotiates terms of major contracts and blanket orders.; recommends
major purchases of materials on the basis of anticipated changes in
prices or on unusual availability situations; balances cash flow
considerations against possible price savings.
Supervises accurate recordkeeping, including price histories and
difficulties in doing business with particular vendors; establishes
policies that maintain inventories in as low a manner as possible
while avoiding shortage of necessary raw materials and
supplies.
Performs purchasing of work, goods and service for Cameron County;
develops, reviews, and analyzes technical specifications and
standards for products; performs complex of purchases materials,
supplies, and equipment. with larger dollar amount; prepares,
reviews, evaluates and approves specifications for issuing and
awarding written quotes and annual written quotes.
Supervises daily activities and functions of purchasing; oversees
the departmental team in the coordination and management of all
areas required for purchasing; provides technical advice related to
training of county department personnel dealing with purchasing
matters.
Assists the Emergency Management EOC Center in Coordination the
procurement of Disaster Event related requests; advertises for
legal notices, maintains an adequate number of specifications/bid
packages on hand for disbursement and maintains bidders' list.
Investigates complaints and secures adjustments; researches
catalogs, brochures, and other sources as a basis for developing
accurate specifications; assists in writing detained specifications
for invitations to bid, mail out bids, receiving bids for bid
openings, copying and distributing letter of award, award
notifications to using department, bid packages, addenda, letters
of transmittals, and similar duties.
Provides assistance and information to employees, managers,
vendors, citizens, local businesses, and/or and other interested
parties regarding assigned purchasing functions; serves as liaison
between supervisors, vendors, and other departments in regards to
purchasing policies and activities. Explains policies and
procedures.
Additional Functions
Performs other related duties as required.
Minimum Qualifications
Bachelor's Degree in Business Administration or related field;
supplemented by seven (7) years of experience performing technical
and/or fiscal control work as a Buyer for a large public or private
agency; or any equivalent combination of education, training, and
experience which provides the requisite knowledge, skills, and
abilities for this job. C.P.M., or CPPO certification required.

Physical Ability: Tasks require the ability to exert medium
physical effort in medium work, but which may involve some lifting,
carrying, pushing and/or pulling of objects and materials of medium
weight (20-50 pounds). Tasks may involve extended periods of time
climbing, balancing, stooping, kneeling, crouching, crawling,
reaching, standing, walking, pushing, pulling, lifting, fingering,
grasping, feeling, talking, hearing, seeing, and repetitive motion
at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive
and discriminate sounds and visual cues or signals. Some tasks
require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed
without exposure to adverse environmental conditions.
