Job Description:
JOB SUMMARY The Senior Property Agent will provide a lead role
in the development, acquisition, disposition (sale), and management
of a City-wide property asset management program for the City. The
Agent will provide a high level of service to internal customers,
supporting other municipal departments, primarily in records
management, property asset inventory, and other duties as assigned.
Provides administrative support in acquiring, tracking,
controlling, and disposing of the City's property assets, including
land, in a manner that safeguards and allows for sound management
of the public's asset investment. Assists in administering the
City's inventory system by assigning property numbers, maintaining
associated property, and accounting records in the City's property
asset management system, and participating in scheduled/periodic
inventories. Identifies, negotiates, and closes the acquisition of
real estate for lease or purchase on behalf of the City of

FUNCTIONS/KNOWLEDGE/SKILLS: Maintains accurate, timely, supported,
and complete real property inventory of all real property assets
including land, buildings, right-of-way, and structures. Resolves
real property reporting discrepancies discovered through the
periodic inventory process. Assists with the procurement of new
property/asset software. Coordinates and maintains leases after
execution, and inputs lease information into database. Assists in
the negotiations and preparations of lease/use agreements.
Reconciles annual leases, development agreements, and revenue
leases. Assist with tenant complaints and works with City's
Maintenance Staff to resolve issues. Evaluates and participates in
the sale and appraisals of City-owned property. Negotiates the
terms, conditions, and special requirements of deeds, easements,
title company issues, contracts, law requirements and property
inspections. Prepares closing instructions to Title Company and
documents, including warranty deed, easement, and release of liens.
Prepares appraisal district data on properties, tracts, and owners
by researching, compiling, and analyzing data. Consults with City
Attorneys, Finance Office, Engineering and Public Works, and other
departments. Presents before Boards and Commissions, community
groups, and various stakeholders. Responds to inquiries from
property owners, outside entities both private and public, boards,
commission, upper-level City management and elected officials
regarding land issues and investigations; prepares reports on
complex claims and complaints. Reviews and performs complex tasks
of the work unit which would include negotiating property sales of
lease terms; property management agreements; inspecting properties;
determining value within appraisal guidelines; confirm signature
authority or real estate documents. Performs other related duties
as required including work with external consultants (i.e.
appraisal company). Education and Experience Requires a bachelor's
degree from an accredited college or university with major course
work in a field related to the job. Four (4) years of experience in
a related field to real estate activities such as buying, selling,
mortgage lending, commercial banking/commercial real estate, real
estate paralegal experience, property management, or title
conveyance. Special Certifications and License Valid Texas Driver's
License Valid Texas Commercial Real Estate License required.

persuasion and negotiations. Physical Demands Mostly moderate and
fairly steady active physical exertion; may require brief periods
of heavy muscular exertion, such as standing, lifting, moving,
pulling, pushing, etc. Responsibility for Equipment and Property
Responsible for use of equipment/property such as office equipment,
supplies, etc., which are used in office; use of City vehicle.
Working Conditions Frequent travel associated with job; periodic
situations that cause stress and tension in the execution of
regular duties. Other Requirements The City of Brownsville requires
